Job Description
The Liechtenstein Development Service (LED) is mandated by the government of Liechtenstein to implement its official bilateral development cooperation. Currently, LED is active in ten countries globally. In Cambodia, LED has opened a Country Office in 2024 and focuses on vocational education and training. Since its start in Cambodia LED is building up a project portfolio in three skill areas: skills for the digital transformation, skills for the green transformation, skills for tourism. LED is a small and focused donor organization with very lean structures.
Job Responsibilities & Duties
- Representation and Coordination
- Engage in coordination activities with line ministries, other development partners, intergovernmental organizations and implementing organizations.
- Attend relevant events by and for development partners and diplomatic missions.
- Participate in meetings and workshops on TVET related policy work, monitoring or stakeholder engagement by DGTVET/MLVT, MoT, MoEYS or other line-ministries.
- Update the ODA database of the CDC and provide information on funding activities of LED where required.
- Participate in meetings and workshops related to education and training organized by development partners and implementing organizations.
- Keep an overview of the developments and the actor landscape in the TVET sector, particularly regarding LED’s three priority areas for skill development in Cambodia.
- Programming, Project Support and Learning
- Assist in developing the project portfolio on an ongoing basis in line with the LED country program by identifying opportunities for impactful engagement and strengthening of strategic partners.
- Keep close contact with LED funded projects, provide support to comply with LED rules and principles and act as a sounding board of partners, e.g. to address difficulties.
- Provide feedback on project reports and keep the documentation system up to date.
- Take the lead in setting up project audits and evaluations and accompany these processes, including the learning and follow-up on the findings and recommendations.
- Keep close contact with LED head office, engage in joint activities and draft communication materials on LED’s support work in Cambodia.
- Administrative Tasks
- Prepare the financial documents in coordination with the contracted accounting service and oversee the accounting.
- Organize the annual audit of the Country Office and follow-up on recommendations.
- Keep good documentation of activities by the Country Office.
Job Requirements
- Bachelor's or master degree in education, economics, social sciences or related fields.
- At least 5 years of experience in a leading role in project implementation, ideally in skill development projects.
- Proven knowledge about the TVET system in Cambodia.
- Good system thinking skills and willingness to learn.
- Strong personal and interpersonal skills.
- Well organized and able to work alone.
- Digital literacy and skilled in using the basic office applications.
- Fluent in Khmer and English both in writing and speaking.
- Ability to travel inside Cambodia and abroad for several days.
